(Ⅰ) Deanery
The deanery takes change the inside administrative management of R&D Institute, helps the dean to assess the performances of the study system, and manages technical personnel's title of a technical post, collocates system resources uniformly, deals with the finance budget and control of study system. It also assists the dean with the management of expert panel and tackle key problem.

(Ⅱ) Technological expert committee
The technological Expert Committee mainly consults about the strategic direction of technological study, assesses inside study scheme, it also examines and approves study items and takes part in the check and accept work of study item.

(Ⅲ) Ministry of standardization management
The ministry applies itself to the study of standardization of the product and system, organizes and actualizes the standardization stratagem of the company, compiles the standardization of products. Due to the fruitful work of standardization, the State Bureau of Quality and Technology Supervision awarded Oceanpower company as special trial enterprise of “National Important Technology Standard Research” Jan 2004. The national standard have been edited and issued by Oceanpower Company as follows:

(Ⅳ)Ministry of item management
The R&D institute take charges the management, resource balancing, item schedule monitoring and evaluating. It also provides handler with item information, helps the item manager to harmonize resource, applies national policy support, item risk, sees to risk investment and financing, etc.

(Ⅴ)Ministry of modern information and knowledge property right
Oceanpower Ministry of Modern Information and Knowledge Property Right is engaged on the search, collection, management and maintenance of information. It also deals with the register, declaring and succeeding management, administers the information center of the institute.

Oceanpower Company had applied 123 patents in 2004, and was placed as company No. 25 among all enterprises and firms concerning the highest amount of patent applications in China, No. 4 in Guangdong Province, and No. 3 in Shenzhen city. We have set many Information Research Centers in our country and offices in England, Japan Canada.

(Ⅵ)R & D department

1、New-advanced macromolecule material Institute
We attend to the interrelated fields of national basic industry, and process the framework design and performance optimization. There are 500 square meters experimental areas, 10 square metersareas with constant temperature and humid, and nearly a hundred instruments & facilities, such as: ….The total price are about 1000,000 Yuan, and the capital asserts are about 3000,000 Yuan.

We have applied nearly 30 patents, published about 10 pieces of thesis on the specialty core-periodical, such as Coating Industry, Modern Coating & Construction, and obtained about 10 subjects of China Construction Ministry, four of which have been identified, in recent years.

Coating technology Laboratory
We are carrying out the study of the applied technologies of additives and the relevant basement including such fields as: building coating,Dope-Color, printing ink, adhesive, solvent coating, putty, functional coating, … exploited the low-VOC coating …early and later

Chemical synthesization Laboratory
We are exploiting the macromolecule material applied in the fields of coating, printing ink, lather and project, etc. Such as: Latex, Thickener, Dispersant, and water-reducing agent, etc. by configuration design and zoology simulation.

2、Roadway technology Academe
Roadway technology Academe exploit the national basic construction, the relevant new-material products and applied technologies, such as the new-type advanced engineering material using in Road & Bridge, building and civil engineering. Furthermore, they are also in charge of the further research for the applied technology in the field of national earthquake-resistance & disaster reduction. (Miss qiu)

3、Environmental decontamination technology Academe
Our institute makes research on the key-technology and related plants concerning current methods of municipal water disposal, also exploits international advanced technologies to depurate environment and its relevant plants. The application technologies on water disposal are required too. We also study series technologies of photo-catalyzed products to purify environment.

4、Academie pour la nourriture biologique
With the philosophy of developing healthy food to meet the needs of society and its related plants, our institute exploits a lot of nutritious recipes that market cries for, aimed at different consumers. According to the market demand, we also make efforts to improve relevant refrigeration plants and exploit high-efficiency ones. And the test technology is also included.

5、Research Institute for digital color technology
As the only company of ICC (International Color Confederation) in China, Oceanpower Color Corporation makes every effort to standardize international color management system, sponsor color academic communication and establish color training center. It also endeavors to establish good image in color field, spread color philosophy and promote color product, exploit software concerning colors, etc.

(Ⅶ)Management and incentive measures of R&D Institute
Since the R & D Institute established, we obtain funding from Corporation to set up Science and Technology Funds, which rewards the employees who make great contributions to company. Another funds sources include: special financial support from Oceanpower, percentage profits from specific Offices of Oceanpower, application for Science and Technology Funds from government and sponsor from foreign Corporation, etc.

The incentive measures are as follows:
1. Independently appraisal system for technical titles.
2. Incentive measures of science & technology funds.
3. Collection measures for reasonable advices.
4. Incentive measures for item management.
